I'm wanting to develop for the Vodacom store in South Africa and have requested more details regarding the "Charge to bill" product via support as well as through the Enabler form but have gotten no information back for the past week. Is this product available for use? Is there anyone I can speak to about where to get the API to use this product?

In-App billing is not possible at this moment. We have it in the roadmap and it might get available by 1H 2012.

The reason I was asking about "Charge to bill" is because our company wants to do in-app billing for virtual goods. Is this not possible in the Vodacom App Store? Is it only the "charge per app download" option which is available?

In order to develop for the South African store there is no need to use Charge to Bill. The stores billing functionality is automated and all you need to do is set your price when submitting your apps.
Regarding Charge to Bill specifically, currently this has not been fully rolled out in SA.
