If we get our application signed by Thawte, Inc. (that is, acquire a code signing certificate for our application), will it grant our application access to JSR-75?

Which devices are you talking about ? AFAIK, even with out Signing, you can access FileSystem with JSR 75, but Signing the MIDlet will make it trusted and remove the permission messages.
